Delaware Art Festival - About Us Since the 1980's the Delaware Arts Festival Association, Inc. has been awarding scholarships to Delaware county residents who are or will be pursuing a degree in the visual arts . Each year there is a competition where applicants are judged on their scholarship and their arts portfolio.
